Vitalii Bezgin: Communities to receive additional UAH 1 billion for recovery projects

The Government increased funding for the Ukraine Recovery Programme, which is implemented with the support of the European Investment Bank, by 1 billion UAH. These additional funds have already been allocated to communities in 16 regions, and will subsequently be transferred to local budgets in the form of a subsidy from the state budget.

Thus, the total funding for the Programme in 2026 has risen from UAH 987.1 million to nearly UAH 2 billion.

‘This additional funding will enable us to continue financing projects that are already actively implemented, as well as to include 25 new projects approved by the EIB in the Programme. This brings the total number of approved projects from 138 to 163. For communities, this means they can now proceed to sign agreements on the transfer of loan funds and start procurement procedures. In other words, we are taking the next step to ensure that the funding is transformed into tangible, restored facilities in the regions,’ said Vitalii Bezgin, Minister for Communities, Territories and Internally Displaced Persons.

Funding will be allocated to the restoration of social and critical infrastructure, housing, and utility services, as well as the construction of social housing. Projects will include schools, nurseries, bomb shelters, hospitals, utility networks, and housing.

The allocation took into account the readiness of each project, considering factors such as the availability of relevant documentation, signed agreements on loan fund transfers, the status of procurement procedures, and other necessary conditions. This will ensure that funding is primarily directed towards projects that are ready for implementation or are already at an active stage.

Funding will be allocated to the local budgets of communities in Vinnytsia, Volyn, Dnipropetrovsk, Zhytomyr, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Kharkiv, Cherkasy, and Chernihiv regions.

The projects are implemented using funds obtained under the Ukraine Recovery Programme financial agreement between Ukraine and the European Investment Bank (EIB). In order to receive funding, projects must pass the selection process and be approved by the EIB.
