On 5 November, International Project Manager Day, the “Resilient Communities” training programme – developed by DESPRO in cooperation with the National Agency of Ukraine for Civil Service and the Higher School of Public Administration – concludes. The programme aims to develop competencies in project management, planning, resource and risk management, public engagement and ensuring the long-term sustainability of communities.
Forty-nine representatives of local governments successfully completed the programme’s two courses – the basic and advanced levels – and will receive certificates of completion worth 1 ECTS credit. Along with their certificates, they have gained new knowledge and skills as well as mastered practical tools for managing projects for the recovery and development of communities.
From theory to practice
One of the key aspects of the training was the opportunity to combine theoretical knowledge with practical experience. The participants with the best results in the assessment were invited to participate in the final seminars and study visits to Ivano-Frankivsk region.
During the seminars, the participants exchanged views with Mykhailo Zubko, Head of the “Balakliia Vodokanal” utility company, on the experience of partnering with DESPRO, and with Olha Stavytska, Deputy Chair of Shyroke Village Council in Zaporizhzhia district, Zaporizhzhia region, on the challenges that frontline communities face. The session “Knowledge management tools in the work of public servants” was moderated by Ella Serhiienko, Dnipro University of Technology “Dnipro Polytechnic”, while the session “Management competencies” was facilitated by Svitlana Moskalenko, High School of Public Governance.
Kosiv community
The training programme participants visited a temporary accommodation facility for internally displaced persons, whose arrangement was supported by DESPRO. The work was done as part of the “Repair Facilitation Ukraine” project, funded by Swiss Solidarity and implemented by Helvetas.
The participants also learned about the activities of the relocated enterprise Vandra Rugs, the NGO “Vilni Foundation”, a general practice family medicine clinic, the “Kylymarka” Carpathian Culture Centre, Serhii Dutka’s “Gorno” family workshop, and the Kosiv Museum of Folk Art and Life of the Hutsul Region.
Tlumach community
The participants visited the main water intake for Tlumach, which is serviced by the Tlumachkomunservice utility company, where a 50 kW solar power station was built with the involvement of DESPRO. The plant was built as part of the “Repair Facilitation Ukraine” project, funded by Swiss Solidarity and implemented by Helvetas and DESPRO.
The programme of the visit also included trips to the Administrative Services Centre, the Tlumach Centre for Children’s and Youth Creativity, and the Municipal Centre for Culture and Leisure. The participants also learned about the results of projects implemented at Tlumach Lyceum No. 1 and the work of the Department for Veterans’ Affairs at the Executive Committee of the City Council.
The study visits provided an opportunity to see how projects in housing, water supply, education, healthcare, support for veterans, and culture form the basis of community resilience.
Project management is about people and change
The completion of the programme is not only the completion of the training but also an important step in forming a community of practitioners capable of transforming community needs into high-quality, inclusive and sustainable recovery and development projects.
The training programme was developed by DESPRO as part of EU Unity4Community project, implemented by ISAR Ednannia with financial support from the European Union. The content of the programme is the sole responsibility of DESPRO and does not necessarily reflect the views of ISAR Ednannia or the European Union.
