The Council of Europe participated in the consultation with representatives of international community on the draft Action Plan to the Concept of Reform of the Training System for Public representatives in Ukraine organised by the National Agency of Ukraine on Civil Service (NAUCS) on 30 January 2018.

An implementation of the Concept’s provisions (including items 1.1 – 1.4, 2.1, 2.3, 2.4, 3.1, 3.3, 3.4, 4.4, 5.1 – 5.3 of its draft Action Plan) and support to the NAUCS in this sphere is the one of the main Council of Europe priorities under the Council of Europe Action Plan for Ukraine.

The Concept launches an ambitious reform of the training system for public authorities in the framework of Public Crevice Reform in Ukraine. The document based on the best national and European experience in improvement of training system for public authorities. It is developed with participation of the Council of Europe experts and took into account particularly recommendations of the National Consultation Platform on Reforming the Training System for Local Authorities, provisions of the Council of Europe survey on training needs of local self-government officials in amalgamated territorial communities and the Council of Europe Peer Review Report “Reforming the Training System for Local Authorities in Ukraine”.
