The seventh issue of the national medical bulletin-board from the Ministry of Health features the way the institutions will conclude agreements with the National Health Service of Ukraine, answers to common questions, as well as experience of one of the reform leaders – Baranivka Primary Healthcare Centre (DOWNLOAD).
Since mid-2018 Ukraine transfers to the purchase of healthcare services within the primary link (the first wave of primary healthcare reform). All healthcare institutions – budget institutions that will become communal non-profit enterprises, will be able to conclude an agreement with the NHS and will start to receive funds on a capitation basis (the institution receives the established amount per patient, regardless of whether the patient applies for the service). The second and third waves of joining the system will be held respectively in October and December this year.
"From 1 January 2019 the medical subvention for the financing of primary healthcare institutions will not be provided, instead capitation principle will be applied. Therefore, in order to conclude an agreement with the NHS and get the payment, all the primary healthcare facilities should fulfill their “homework”: transform themselves from budgetary institutions into non-profit enterprises, provide proper material and technical equipment, choose a medical information system, join the Electronic health system, and sign declarations on the choice of a doctor,” reminds Oleh Petrenko, head of the National Health Service of Ukraine.
The chief physician of the Baranivka Primary Healthcare Centre, who is ready to conclude an agreement with the National Health Service of Ukraine in the first wave of the reform, tells about the work, done to prepare the institution.
In addition, the new issue of the digest includes information on an online platform with the guidelines based upon evidence-based healthcare and answers to frequently asked questions regarding the conclusion of agreements with the NHSU.
As it was informed earlier, healthcare institutions began to conclude agreements with the National Health Service of Ukraine.
