In 2018, during two strategic sessions in Kyiv and Lviv, the Ministry of Youth and Sports of Ukraine in partnership with the United Nations Children’s Fund (UNICEF) in Ukraine and jointly with representatives of state and local authorities, non-governmental organisations, youth advisory bodies, scientists and active youth from different regions developed a youth participation model, describing the theoretical and practical tools for young people to participate in decision-making processes at the national, regional, and local levels.
The model features the purpose, goals, main principles of youth participation, actors, functions, levels of participation, implementation and evaluation tools. In addition, it stipulates that participation is not limited to organised groups and non-governmental organisations, most of its elements can be used by the general public and individuals.
Taking into account the international youth policy experience, experts recommend the youth participation model for implementation at different levels.
